AIU Discussed the Challenges and Development Prospects of 10 Years of Criminal and Administrative Law Enforcement Experience in Kazakhstan

On May 23, 2025, Astana International University hosted an
International Scientific-Practical Conference titled:
“10 Years of the Criminal Code, Criminal Procedure Code, Penal Code and Code of Administrative Offenses of the Republic of Kazakhstan: Results, Practice and Prospects.”

The conference brought together representatives of the Constitutional Court, Central Election Commission, Parliament, Supreme Court, Ministry of Justice, General Prosecutor’s Office, Ministry of Internal Affairs, and scholars from Kazakhstani and international universities, including Moscow State University, Moscow State Law Academy, Russian State University of Justice, and Pyatigorsk State University.

Participants discussed the outcomes of a decade of implementation of key codes, current challenges in legal enforcement, future reforms, and alignment with international standards.

📚 The conference featured the presentation of two monographs authored by
Isidor Borchashvili, Doctor of Law, Professor (AIU):
“Circumstances Excluding Criminality of an Act”
“Criminal Offenses Against the Family and Minors: Law, Theory and Practice”

As a result of the discussions, a draft recommendation document was developed, outlining proposals to create a new concept of criminal policy, revise the existing codes, reconsider certain legal norms, and further digitalize the administrative legal system. Particular attention was given to reforming legal education and strengthening scientific expertise in lawmaking.

📍 The recommendations will be submitted to the Parliament of the Republic of Kazakhstan, the Ministry of Justice, and the Ministry of Science and Higher Education for consideration and appropriate action to improve criminal and administrative legislation.
